There should be places where students cannot have their phones at all. Testing rooms students should not have their phones. In the classroom, students should not be able to be on it unless instructed by the teacher ,but they should have very easy access to it.
If students have a free period or do not have work, then they could go to the library and be on it.
In the hallways students should have the option. Students should have zones and or areas where they can and can’t use their phones.
